This is a bunad from Norway, a style of dress worn by women based on traditional Scandinavian clothing. The modern revival of this traditional style was started by a Norwegian woman named Hulda Garborg, who lived from 1862 to 1934.

Was it for special occasions?

Yes, in modern times the bunad is mostly worn for special events, very much like a tuxedo or a fancy dress. Some traditional outfits were for special occasions, but the bunad represents an emphasis on particular traditional elements. During everyday life, people wear what is comfortable and suits their situation.
