This is a bunad from Norway, a style of dress worn by women based on traditional Scandinavian clothing. The modern revival of this traditional style was started by a Norwegian woman named Hulda Garborg, who lived from 1862 to 1934.

Yes, in modern times the bunad is mostly worn for special events, very much like a tuxedo or a fancy dress. Some traditional outfits were for special occasions, but the bunad represents an emphasis on particular traditional elements.
